There's no bug here.
I consider myself to have quite a decent PC (posted above) and even with the settings at the lowest, the issue occurs.

Can confirm on an earlier version of 0.13 (I forget which), but the actual FPS drop can be explained by the game having to render an additional viewport. Thanks for the confirmation. The controls shouldn't be cross-compatible, you can't assume that keys that are available in one OS will be in the rest. For example, the ALT key in the majority of Linuxes is used for drag an application's window, in Ubuntu ALT brings its HUD up, so you have to bind it to something else. Factorio ...
