There have been multiple reports about this since the release of .18.
.19 is in the process of being released right now and should fix, at least, the first two problems.

Not sure about the third one. I haven't noticed it in .17 & skipped .18 so if it's specific to .18 then .19 might fix it.

I have to reinstall my game to downgrade it i think, but as i download the game again it doesn't list 0.17.17-2 as a version it is only 0.17.17 or 0.17.18 (latest), i'm not sure my save will run correctly because it was a 0.17.17-2 save and i have played dozen...

I've seen Steam do stuff like this occasionally when launching games in full-screen, in a different resolution than the desktop resolution. If you select a BP/BP book from the quickbar, the 'hand' icon does not appear above it.

Note: It does work for BP stuff in your inventory, just not from the library.

Bug was introduced by fixing https://forums.factorio.com/67192 Fixed both properly in Version: 0.17.16. Thanks. [Twinsen][0.17.15] Putting away ghost entities (with 'Q') doesn't clear the 'hand' from the quickbar.

I noticed this with ghost ref concrete & then tried ghost speakers.
After pressing 'Q' to put it away, the 'hand' icon stays on the item in the quickbar.

Yep. Started happening for me in .13.
I don't have any wait conditions at my 'taxi' station. It's just waiting there for passengers.

As a workaround I can just toggle automatic off/on to get it to depart towards the temp station.

What do you mean by filtered copy & paste? If you mean configuration of the what you accept into the blueprint by clicking the entity icons for example, you also do it with copy tool. If you do alternative select (shift + click is the default), with the copy tool, it doesn't skip the blueprint ...

The bug is: Creating a new blueprint and pressing Q after it was setup removes it instead of putting it into inventory. I rather liked their ephemeral nature. It was like having a quick filtered copy & paste. If pressing 'Q' keeps them in my inventory, I now have to go back to deleting them aga...

I too have the tear line on my screen (Win7, with desktop composition disabled & v-sync enabled), but it runs just above the minimap and I've been completely ignoring it.
I may try that tracing prog later to see how our results differ. (If I can tear myself away from playing.)
