My guess it's a bug, with shooting speed below 100% you get the default one because in the code it's something like 0%+20% rather than 100%+20%, so only when you get above 100% you get first improvements of the shooting speed.

Is this a bug or did you nerf piercing shotgun shells? They do 6 base dmg and fire a single bullet every time I pull the trigger, making shotgun essentially useless. After starting a new game I cannot fire at empty spot, I have to target something, be it enemy, building or a tree. I am testing a way to prevent new bases from spawning. Every new base always have worms in my game, to stop the constant 'whack a mole' play I simply destroy spawners while leaving the worms behind. The spot still counts as a base and no new bases will appear next to it. For now it works.

Use drones and blueprints to quickly place large amounts of turrets, you can even deploy them as self sustained fire basses, big electric pole, next to it a medium one, surrounded with turrets and a double wall, enough drones to build it in one go and attacking will be much faster.
