Smart inserter not "waking up" when pasting settings

When settings are pasted onto a smart inserter it doesn't begin working until the source or destination chest contents change.
Steps to reproduce:
1. Place a smart inserter free-standing
2. Set the filter on the free-standing smart inserter to stone
3. Create 2 chests 1 tile apart
4. Put stone in one of the chests
5. Put a second smart inserter between the chest to pull the stone
6. Copy-paste the settings from the free-standing inserter
Note how it doesn't begin work until the source or destination chest contents change or you rotate the inserter.
