[cube][0.11.3] locale Bug

The new version can't set up some languages which have a "-" in the short name of it.
For example, if I choose the option "Chinese(zh-CN)", the config file will become "locale=zh--CN". The extra "-" leads to a failure of changing language.
Besides, sometimes the game crashes when pressing the "Exit" Button after changing options.
