Train station logic

I have it set to inventory empty or 5 seconds of inactivity. 5 seconds of inactivity goes by and it still sits there. What does inactivity mean? I assumed if the inserters werent taking material from the cargo. Is it something else?

Never mind. Had a different issue that was causing the train not to move.

Inactivity is the time, where item neither get loaded nor unloaded.
Not sure about fuel loading though... had some issues with trains running out of fuel, don't know if that was fixed
