My logistics robots are being lazy!

I don't know if this is a bug, or something I'm missing. This is in a game started in 0.10.2, I haven't upgraded yet so it's still in that version. I have a big area of storage chests, and an active provider chest I can "dump" items into and let the robots sort them out. But there is a load of stuff in the active provider that is just sitting there - the robots haven't moved it to storage yet. And it's not that the robots are busy - there are about 200 of them not working. And there are a lot of empty storage chests, so it's not a matter of no storage.

Is there a reason why this might be happening, or could it be a bug?

You aren't the only one to notice this. There have been some changes to logistic bots in 0.10.3, so it may or may not have been fixed. The only way to find out is to try.
