[12.9] Flickering During MP Session

I started a game recently with a friend who lives in Belgium. I set up the multiplayer game and he can join just fine and it doesn't seem to be like there's any lag but we both keep getting a flickering of the screen every so often. Sometimes it's every few seconds and sometimes it stops for a few minutes only to continue again (it may not stop, I may just be getting used to it or ignoring but regardless, it happens).

Is there a setting I can change to fix this or is this a bug with 12.9? I left the latency options upon creation at 249 ms. For someone in Belgium, do I need to increase or decrease that option? What does that option even do?

It's a bug in 0.12.9. Supposed to be fixed in 0.12.10 (already out).
