Can't maximize the game no longer

Hello, my problem is, that every time I launch Factorio and want to maximize/stretch the window (from 1280x720 to 1916x1013) it will either crash with an error message:

or if im still in the menu and haven't loaded any savgegame it will "freeze" and do weird things like shown below:

At the moment only fullscreen is working if I want to scale the resolution up (when changing from windowed to fullscreen the same thing is happening as shown in my 2nd spoiler - I'll have to restart the game and then fullscreen is working).

- I tried reinstalling the game
- I deleted the Factorio folder located at /appdata/roaming/Factorio
- Different settings

Specs:
OS: Win10 Pro 64bit
GPU: MSI GTX 1060 6GB
CPU: AMD FX-6300
RAM: 16GB Kingston
Storage: 120GB SSD (Windows), 120GB SSD (Games), 1TB HDD (Data)

EDIT: Worked well a couple of days ago
EDIT: Might be a problem with the current Steam version... disabling the Steam-Overlay for Factorio fixed the issue
