It doesn't happen on every load either. I have had about a dozen good ones and then another bad one. It's inconsistent and I'm wondering if this has anything to do with where I save the game last. If it's too far away maybe it doesn't load the chunk in properly? That is not possible, all of this up...

Any later version would be able to load a 1.1.76 library and if the file is corrupted it would give a warning on start so getting this specific version is irrelevant for the issue at hand anyway. You might be simply looking in the wrong directory.

When I load it without mods I did not see any issues, but some things are missing so demand could be lower. Generally the setup is not optimal for maximum throughput, best lay independent pipelines to the different consumers instead of interconnecting all into one network.

It is crashing in part of code that runs multithreaded, this could mean the cpu is not able to handle the load or the mainboard is not able to supply the power. If you are overclocking, remove it including xmp and update your bios. If you know what you are doing you can try if increasing core voltag...

The limit will always be easy to reach on the switch, it is just not the system to build anything one would call a mega base.
