It seems that whenever a powered entity is loses power, the game fails to save.
I'm running factorio 0.18.24 (I think this is the latest?) on ubuntu 19.10. Active mods are Blueprint Flip and Turn, Cheaper Landfill, Cheaper modules, and Full Power Coverage.
I've attached a save file and the log file.

I didn't do anything particularly different right before saving the game or opening it, so I don't know if/how this can be reproduced.

Same bug in 0.18.9; saves which used to work still work: the situation hasn't changed.
