[0.9.8] copying smart inserter settings jams the inserter

Copying smart inserter logistics settings appears to work, that is, the icon and count show up on the destination inserter, but the destination inserter doesn't always work until you manually update its settings.

A and B are fresh inserters with no settings.
Set inserter A to "Walls < 1"
Remove walls from storage chest S.
inserter A starts transferring
Return walls to storage chest S.
inserter A stops transferring
Copy settings from inserter A to inserter B.
Remove walls from storage chest S.
inserter A starts transferring. Inserter B does not transfer.
Return walls to storage chest S.
inserter A stops transferring
Edit inserter B settings, manually pick the Wall icon even though it's already set.
Remove walls from storage chest S.
inserter A starts transferring. Inserter B starts transfering.
